In a surprising step, just before the World Cup, the UK's top retailer Tesco has welcomed a promise by the coalition government to ban below-cost sales of alcohol in England and Wales.The UK's biggest retailer goes further, saying it would back the more radical step of introducing a minimum price.
In an exclusive BBC interview, Lucy Neville-Rolfe, Tesco's director for corporate affairs, says in the absence of government action they have to compete on price."As a result there is lots of cheap alcohol, so we thought let's ask the government to look at should there be a minimum price for alcohol, or should there be a ban on low-cost selling.

Licensing Control to Return to Home Office
Control of licensing is to return to the Home Office under the new coalition Government, a senior Tory source has told the Morning Advertiser.
Rumours that the Conservatives wanted to put the Home Office, the law-and-order department, back in charge of licensing were circulating before the election. These were stoked by the party telling the MA it wanted to "rationalise" the number of departments that deal with pubs in March.
The Department for Culture, Media & Sport was put in control of licensing under Tony Blair's Government, which pushed through the Licensing Act.
The Conservatives have said they want to "overhaul" alcohol licensing and moving the brief to the Home Office could be said to signal a tougher approach.
The well-placed Conservative Party source told the MA: "The licensing brief has been taken over to the Home Office."
The claim has been supported by the fact that the licensing brief has not been allocated to any of the new DCMS ministers flagged up on the department's website.
A Home Office spokeswoman was unable to confirm the claim.

Pub Trade Fear The Emergency Coalition Budget
The Publican is Reporting that the first Budget under the new coalition government will be unveiled on June 22.
Chancellor George Osborne today confirmed the date of the emergency Budget, which the Tories had promised within 50 days of taking power.
Many in the pub trade fear a hike in VAT will be included in Osborne’s first Budget speech in Parliament.
During an interview on the BBC’s Andrew Marr show yesterday, Prime Minister David Cameron did not rule out a rise in VAT.
On alcohol duty, it remains unclear whether the government will push ahead with Conservative plans to raise taxes on super-strength beers, ciders and “alcopops”.
The Lib Dems previously promised to review the system around alcohol tax to ensure it tackles “binge-drinking”, without “unfairly penalising responsible drinkers, pubs and important local industries”.
They also vowed to review the beer duty escalator and “explore the possibility” of a preferential rate of duty for draught beer.
However Osborne said today the “bulk” of measures to reduce the deficit would be spending cuts, not tax rises.

This morning, CAMRA wrote to the new Prime Minister, seeking the appointment of a Minister for Pubs. The appointment would help boost the protection of pubs, which play a vital role in the economic, social and cultural life of the nation, yet are closing at a rate of six a day.
CAMRA has highlighted that there are many exceptionally well qualified candidates for such a post, including Greg Mulholland MP and Nigel Evans MP. Greg Mulholland MP is the winner of CAMRA's 2010 Parliamentarian of the Year Award and Chair of the All Party Parliamentary Save The Pubs Group. Nigel Evans MP is Vice Chair of the All Party Parliamentary Beer Group and co-chaired the Group's Community Pub Inquiry.
Mike Benner, CAMRA Chief Executive said:
"It is a positive sign that the new Prime Minister chose to enjoy a pint in his local community pub on Election Night. CAMRA hopes that the new Government will include a Minister for Pubs tasked with safeguarding the future of the nation's pubs.
"A dedicated Minister for Pubs is vital to ensure that the fate of community pubs does not fall through the gaps between these Government Departments."
CAMRA is encouraging its 110,000 members to contact the Prime Minister and Deputy Prime Minister (camerond@parliament.uk and cleggn@parliament.uk respectively) and ask them to support the reappointment of a Minister for Pubs.
